The Government launched a consultation on the Carbon Reduction Commitment today on the regulations which will form the basis of the initiative.
Participating organisations will have to register with the Environment Agency who will administer the scheme.

12/03/2009 DECC Press release - 12 March 2009 - Slashing Energy Use: Carbon Reduction Commitment to Save Businesses £1 Billion by 2020
Hotels, banks, schools, local authorities and around 5,000 other large organisations could all be slashing their energy bills and carbon emissions as part of a new government initiative aimed at boosting energy efficiency and tackling climate change. A new guide is published today by the Department of Energy and Climate Change (DECC) to provide a helping hand to business to prepare for the introduction of the Carbon Reduction Commitment, which will begin in April 2010. The guide establishes who is covered by the scheme and guides the reader step-by-step through what they need to do to take part in the scheme.

The Better Buildings Partnership (BBP) is an exclusive collaboration of London’s leading commercial property owners and allied organisations, supported by the Mayor of London and the London Development Agency, whose aim is to develop solutions to enable the commercial property sector to take up widespread sustainable building retrofit and achieve substantial carbon savings in London’s existing commercial building stock.
The BBP complements the Green500 by addressing how commercial Landlords can improve the environmental performance of their buildings and work with the tenants who occupy them to jointly reduce consumption and CO2 emissions.

05/03/2009 GreenWise, 5 March 2009 - Paper warns non energy intensive businesses: 'don’t delay cuts in carbon emissions'
Businesses with energy bills in excess of £500,000 per annum should not be tempted to wait until March 2011 to start cutting carbon emissions, according to a new paper by climate change and energy consultants AEA.
Organisations with this level of energy usage will have to comply with the Carbon Reduction Commitment (CRC) from April 2010, the UK’s first mandatory carbon ‘cap and trade’ scheme for non energy intensive businesses, such as hotel groups, retailers and telecoms companies.
